Mr. Christopher Austin,
Institutional Assistant - Support Services

Christopher Austin holds a Bachelor of Arts degree in Communications with a minor in Radio, Television, and Film from the University of Arkansas at Little Rock, and is working on a Master of Arts degree in Interpersonal and Organizational Communication. Mr. Austin maintains the CJI Mailroom, Copying Unit, and edits video and film production for the Institute.

Ms. Teresa Bloodman,
Project Specialist - SVRC

Teresa Bloodman holds a Juris Doctorate from John Marshall Law School and a Master of Education from the University of Illinois. She has experience as a college instructor, elementary principal, classroom teacher, and criminal defense attorney. She is also a certified law enforcement instructor. She is currently pursuing a doctorate in education at the University of Arkansas at Little Rock.

Tom Canady holds a Bachelor of Science in the Administration of Justice from the American University and served 28 years as a Special Agent with the FBI. He is a certified law enforcement instructor with extensive experience training law enforcement officers in such areas as terrorism, crisis management, and interpersonal communications.

Ms. Yvonne Cook,
Project Coordinator - REMI

Yvonne Cook holds a Bachelor of Applied Science degree in Resources Management from Troy State University and an Associate of Arts degree in General Studies from the University of Arkansas at Little Rock. She is working on a Master's degree in Rhetoric and Writing. Ms. Cook has 25 years experience in organizational management and is a certified law enforcement instructor.

Margaret Cotton holds a Bachelor of Science degree in Business Administration from Arkansas Tech University and nine years experience with the University of Arkansas System. She is involved with budget preparation as well as preparation and submission of financial reports on state and grant funds.

Mr. Richard Davis,
SFST Project / Program Manager & DRE State Coordinator - DWI / SFST and DRE Programs
Richard Davis holds a Bachelor of Arts in Sociology/Criminal Justice from Henderson State University and is currently working to complete his Master of Public Administration. He has twenty-two years professional law enforcement experience, in both Arizona and Arkansas. Over fifteen years experience in first line and upper level management and supervision of police personnel. He holds the senior law enforcement certificate and is a certified law enforcement instructor.

Rita Davis has assisted upper level management as an Administrative Assistant for the past 19 years. She assists with various projects for the BJA Internet Project.

Mr. Van E. Dyer,
Law Enforcement Liaison and Traffic Occupant Protection Strategies Coordinator

Van E. Dyer has a combined 33 years of law enforcement experience. He retired from the Arkansas State Police as a Sergeant in charge of the Educational Services Section. He was responsible for public information, education, and relations for the Arkansas State Police, during which time he served as state director for the Arkansas Crime Check program under Governor David Pryor. He was one of the first officers in the state to receive a senior law enforcement certificate and is a certified law enforcement instructor.
Ms. Cathy Feild,
Associate Director for Finance & Development - Fiscal Office
Cathy Feild holds a Bachelor of Science in Business Administration from the University of Arkansas at Fayetteville. Ms. Feild is a former State Bank Examiner and Finance Director for the city of Hope, AR. She has over 20 years experience in higher education administration, 10 of those years assigned to the Bureau of Legislative Research.

Ms. Deborah Flowers,
Law Enforcement Management Specialist - LEMC

Deborah Flowers holds a Bachelor of Science degree in Sociology from the University of New York and a Master of Science degree in Community Counseling from Henderson State University. Ms. Flowers worked 13 years for a municipal police department and spent five of those years as a certified law enforcement officer. She is a certified law enforcement instructor and was previously the Project Manager for CJI’s Traffic Safety Programs, which include Standardized Field Sobriety Testing (SFST), Traffic Occupant Protection Strategies (TOPS), Drug Impairment Training for Educational Professionals (DITEP), Drug Recognition Expert Training (DRE) and a Child Passenger Safety Seat Program.
Ms. Este Anita Frazier,

Este Frazier holds a Bachelor of Science in Accounting/Business Administration from the University of Arkansas at Pine Bluff. She is currently enrolled in the Master of Public Administration program at the University of Arkansas at Little Rock. She has 10 years of experience in finance. She is responsible for assisting the Coordinator of Institute Finance and the Financial Analyst with the fiscal affairs of the Institute.
Ms. Mira Frosolono-Gray,
Research Specialist - SVRC
Mira Frosolono-Gray holds a Bachelor of Science degree from Auburn University and a Master of Science degree from the University of Houston. She has over 13 years of research experience, which include medical and criminal justice research. She maintains membership in the Delta Pi Epsilon National Honorary Professional Graduate Society and Omicron Nu Honor Society. She has worked on a wide variety of projects and programs at the Criminal Justice Institute over the past six years. Currently she conducts research in the School Violence Resource Center and is also project manager for the Rural Sexual Assault Curriculum Development Project.

Ms. Alondra Gallegos,
Computer Technical Specialist - BJA Internet Project

Alondra Gallegos holds a Master of Arts degree in Criminal Justice and a Bachelor of Arts degree in Criminal Justice and Psychology from the University of Arkansas at Little Rock. Ms. Gallegos oversees the BJA Internet Project’s role in the Bulletproof Vest Grant application process. She also provides computer technical assistance to rural law enforcement agencies throughout the United States, including daily telephone contact and assistance for police chiefs and sheriffs in the establishment of Internet connections and e-mail accounts, as well as routine dial-up networking maintenance and troubleshooting assistance.

Leslie Garner has worked within the Information Technology field for 14 years. Her background is extensive in data repositories and statewide network integrations. She is a certified law enforcement instructor with experience in software applications and nationwide training of customized software.

Ms. Cassandra Gilbert,
Coordinator of Institute Finance - Fiscal Office

Cassandra Gilbert has 20 years of experience in financial management. Ms. Gilbert is involved in procurement, accounts payable, cash management, payroll, and the day-to-day financial activity for all CJI grants. Her responsibilities include the preparation and submission of financial reports to the Director, CJI grant administrators, and grantors. She is a certified Professional in Human Resources through the Society for Human Resource Management Certification Institute.

Connie Gunter holds a Bachelor of Arts degree in Psychology and Philosophy and a Master of Arts degree in Criminal Justice - Policy Development, from the University of Arkansas at Little Rock. She serves as manager of the Support Services Unit and CJI Library. She is a certified law enforcement instructor.

Ms. Ashan R. Hampton,
Research Specialist - CIJI

Ashan R. Hampton holds a Bachelor of Arts degree in English from the University of Arkansas at Little Rock and a Master of Arts in English from the University of Central Arkansas. She has worked as an English Instructor, most notably at Morehouse College in Atlanta, Georgia, for five years, and is a published novelist. As a writing and research specialist with CJI, she provides advanced research and technical writing assistance to the Office of Justice Program's Information Technology Initiatives, Justice Integration Project.

Ms. Gayle Harper,

Gayle Harper graduated Summa Cum Laude as a Donaghey Scholar with a Bachelor of Arts degree in Liberal Arts from the University of Arkansas at Little Rock and has completed graduate work in Criminal Justice. Mrs. Harper is a Research Specialist for the Institute and maintains the CJI Library. She provides grant assistance to Arkansas law enforcement agencies across the State and instructs in the School of Law Enforcement Supervision.

Kimberly Hendricks graduated Cum Laude from Philander Smith College with a Bachelor of Arts degree in Psychology and is pursuing a Masters Degree in Public Administration from the University of Arkansas at Little Rock. Ms. Hendricks is also a graduate of the City of Little Rock's Racial and Cultural Diversity Awareness Training, and has served the law enforcement community for three years by way of the Criminal Justice Institute.

Allison Hoffman holds a Bachelor of Arts in Criminal Justice from the University of Arkansas at Little Rock. She provides assistance to rural law enforcement agencies throughout Arkansas, including the distribution of model policy and procedures manuals. She also assists the Director in coordinating conferences, classes, and special events offered to law enforcement agencies statewide.

Ms. Barbara E. Huston,
Administrative Secretary - FSCEC

Barbara Huston retired from the U.S. Coast Guard in 1996 with over 22 years of military service. She specialized in personnel and business administration and has been involved in drug law enforcement on the high seas as well as Haitian migration interdiction. She is a volunteer firefighter and is certified in CPR and in the use of an AED in case of heart attack.
Ms. Larance M. Johnson,
Program Manager - SVRC
Larance Johnson holds a Bachelor of Arts degree in Education from the University of Arkansas at Monticello and is currently working towards a Master of Public Administration. Ms. Johnson has invested over 24 years with state government, which includes 10 years in the juvenile justice field. She has participated in the design, development, and implementation of many projects that have enhanced the juvenile justice system in Arkansas. Ms. Johnson is also a certified law enforcement instructor.

Rubben Johnson holds a Bachelor of Business Administration degree from University of Arkansas at Little Rock. After graduating from UALR, his education continued at Pulaski Technical College where he successfully accomplished 12 semester hours of Cisco Routers and Switches. Mr. Johnson also has five years of experience in the networking and installation field. Mr. Johnson's expertise varies from personal technical support to educational networking support. He is currently pursuing a Commission position in the Army Reserve as a 2nd Lieutenant that includes six and half additional years of active and reserve duty.

Andrea Johnston holds a Backelor of Arts degree in English from the University of North Carolina at Wilmington as well as a Master of Arts degree in Technical Writing from the University of Arkansas at Little Rock. She conducts research and provides web development that assist law enforcement agencies on a state and national level.

Mr. Michael Mashburn,
Assistant Director - LEMC

Michael Mashburn holds a Bachelor of Arts degree in Criminology from Arkansas State University, a Master of Public Administration from the University of Arkansas at Little Rock, and is a graduate of the FBI National Academy, 169th Session. He retired as Captain from the Jonesboro, Arkansas Police Department with 21 years of service where he was Director of Training for three years. He holds the senior law enforcement certificate and is a certified law enforcement instructor.

Dr. Cheryl Puskarich May,
Assistant Director - FSCEC

Cheryl Puskarich May holds a Doctorate in Biological / Forensic Anthropology from the University of Tennessee, Knoxville (1984, Dr. Bill Bass). She graduated with a Master of Arts degree from Western Michigan University in 1982, and earned a Bachelor of Arts degree in Anthropology in 1978 from West Virginia University. Dr. May was a member of the University of Arkansas for Medical Sciences research faculty in the Department of Orthopedic Surgery for 12 years. She has attained the academic status of Associate Professor at the University of Arkansas at Little Rock and has taught within the Departments of Sociology / Anthropology as well as Criminal Justice. Dr. May has published numerous articles in peer-??? orthopedic journals and most recently co-authored three articles that were published in the Encyclopedia of Forensic Science (2001). In addition to her development and oversight of the Forensic Sciences and Computer Education Center, she serves as an Associate Forensic Scientist for the Arkansas State Crime Laboratory. For approximately three years she served as a Subject Matter Expert on the Department of Justice's National Commission on the Future of DNA Evidence, Crime Scene Investigation Subcommittee. She has also reviewed several physical evidence related documents at the request of the National Institute of Justice. Dr. May has 24 years of forensic case experience and 22 years of experience teaching at the university level. She has provided lectures on forensic science / physical evidence to law enforcement executives and front line officers in numerous states around the country. She has been with the Criminal Justice Institute since 1995.

Pam Mays holds a Bachelor of Arts in Sociology from Henderson State University. Ms. Mays has six years experience as a probation/parole officer and is a certified law enforcement instructor. Stacy Mullins holds a Bachelor of Arts degree in Social Work from Mount Vernon Nazarene University in Mount Vernon, Ohio. Ms. Mullins has worked in the social work field fo several years, which includes working for the Ohio Department of Mental Retardation and Developmental Disabilities. She provides assistance to the daily operational needs of both the Inter-Tribal Justice Integration Project as well as the Information Technology Initiatives at CJI.

He retired as a Lieutenant with the Hot Springs, Arkansas Police Department after 21 years of service. He holds the senior law enforcement certification and is a certified law enforcement instructor.
Mr. Philip Propes,

Philip Propes holds a Bachelor of Arts from the University of Central Arkansas. He also has training in Microsoft Certified courses, Cisco Certified courses, and network security. His background includes extensive experience as a network engineer, database engineer, and web developer. He has served as a data processing engineer within the banking field, as well as a network engineer and Director of Information Systems for a large Arkansas law firm. He serves as the IT Project Manager, as well as the senior technical manager for other CJI projects. He is a certified law enforcement instructor, specializing in technology training.

Ms. Laura Rymel,

Laura Rymel holds a Bachelor of Science degree in Rural Sociology and a Master of Science degree in Sociology with a C.A.R. emphasis (Concentrated Analysis and Research) from the University of Wisconsin-Madison. Her current research at the School Violence Resource Center deals with college campus violence. She is also involved in participating in school violence conferences where she promotes the Center's web site and conducts focus groups.
Mr. Dennis A. Schreck,

Dennis Schreck holds a Bachelor of Science in Education and 26 years of experience with the FBI. He has trained law enforcement officers since 1970 and has an extensive background in organization and interaction with law enforcement agencies through instruction and practical applications. Beth Stark holds a Bachelor of Arts degree in Professional and Technical Writing from the University of Arkansas at Little Rock and is currently seeking a Master of Public Administration. She is responsible for the development of the Institute’s printed materials, including publications, reports, bulletins, and other documents. In addition, she serves as public information specialist for the Institute, coordinating with the media regarding CJI activities, projects, programs, and events.

Ricky Tompkins holds a Master of Liberal Arts degree from Henderson State University and a Bachelor of Arts degree from East Texas Baptist University. He is currently working on a Doctorate of Higher Education degree at the University of Arkansas, Little Rock. He is a published author in both academic and creative journals and an adjunct instructor of Sociology. Dolores Yancey has 16 years experience working with law enforcement through the Commission on Law Enforcement Standards and Training and the Arkansas Law Enforcement Training Academy.
